Procedural Clerk: — Good morning, everyone. Welcome to the Standing Committee on Intergovernmental Affairs and Justice. I’m Miranda Gudereit, the committee Clerk. It is my duty as committee Clerk to preside over the election of a new Chair.

 

I’d like to remind members of the process. I will first ask for nominations. Once there are no further nominations, I will then ask a member to move a motion to have a committee member preside as Chair. I will now call for nominations for that position. I recognize Minister Ross.

 

Hon. Alana Ross: — Thank you. I nominate Blaine McLeod.

 

Procedural Clerk: — Minister Ross has nominated MLA [Member of the Legislative Assembly] Blaine McLeod to the position of Chair. Are there any further nominations? Seeing none, I would now invite one of the members to move the motion. I recognize Minister Ross.

 

Hon. Alana Ross: — I move:

 

That Blaine McLeod be elected to preside as Chair of the Standing Committee on Intergovernmental Affairs and Justice.

 

Procedural Clerk: — Moved by Minister Ross:

 

That Blaine McLeod be elected to preside as Chair of the Standing Committee on Intergovernmental Affairs and Justice.

 

All in favour of the motion?

 

Some Hon. Members: Agreed.

 

Procedural Clerk: All those opposed? I declare the motion carried and invite MLA Blaine McLeod to take the Chair.

 

Chair B. McLeod: — Thank you, committee members, and I do look forward to working together with you. My name is Blaine McLeod and I am the committee Chair.

 

Our next item of business is the election of a Deputy Chair. And before we begin, I want to remind members of the process. Pursuant to rule 123(2), the Deputy Chair must be an opposition member.

 

I will first ask for nominations, and once there are no further nominations, I will then ask a member to move a motion to have a committee member preside as Deputy Chair. I will now call for nominations for that position. I recognize MLA Mowat.

 

Vicki Mowat: — Thank you, Mr. Chair. I nominate Betty Nippi-Albright.

 

Chair B. McLeod: — MLA Mowat has nominated MLA Albright to the position of Deputy Chair. Are there any further nominations? Seeing none, I would now invite one of the members to move the motion.

 

Vicki Mowat: — Mr. Chair, I move:

 

That Betty Nippi-Albright be elected to preside as Deputy Chair over the Standing Committee on Intergovernmental Affairs and Justice.

 

Chair B. McLeod: — It has been moved by MLA Mowat:

 

That MLA Betty Nippi-Albright be elected to preside as Deputy Chair of the Standing Committee on Intergovernmental Affairs and Justice.

 

Are the members ready for the question?

 

Some Hon. Members: — Question.

 

Chair B. McLeod: — All in favour of the motion?

 

Some Hon. Members: — Agreed.

 

Chair B. McLeod: — Opposed? I declare the motion carried. Committee members, we will now establish a steering committee. At the beginning of each legislature, a steering committee is appointed to establish an agenda and priority of business for subsequent meetings. I will now ask for a motion for the establishment of a steering committee. I recognize MLA Ross.

 

Hon. Alana Ross: — Thank you, Mr. Chair. I move:

 

That a steering committee be appointed to establish an agenda and priority of all business for subsequent meetings and that the membership be comprised of the Chair and Deputy Chair; and further,

 

That a steering committee shall meet from time to time as directed by the committee or at the call of the Chair; that the presence of all members of the steering committee is necessary to constitute a meeting; and that substitutions from the membership of the Standing Committee on Intergovernmental Affairs and Justice be permitted on the steering committee.

 

Chair B. McLeod: — MLA Ross has so moved. Are the members ready for the question? All in favour of the motion?

 

Some Hon. Members: — Agreed.

 

Chair B. McLeod: — Any opposed? I declare the motion carried.

 

I would like to table the following documents: Addendum to IAJ 15‑29 from the fourth session of the twenty-ninth legislature; Law Clerk and Parliamentary Counsel: 2023 list of regulations filed; and IAJ 1‑30, Ministry of Government Relations: Responses to questions raised at the April 22nd and 29th, 2024 meetings, dated May 16th, 2024.

 

That concludes our business today and I will ask a member to move a motion for adjournment. MLA Ross so moves. Is that agreed?
