Goudy: Well welcome, everyone, to the first
meeting of the Standing Committee on House Services for the thirteenth
legislature . . . oh, thirtieth. New glasses, time for, eh? My name
is Todd Goudy and Im the Speaker of the Legislative Assembly and Chair of this
committee. And as you can see from the agenda we have several items of business
to attend to today.
First Id like to announce the members
of the Standing Committee on House Services pursuant to rule 139(1). The
government caucus has designated the Hon.
Lori Carr, the Hon. Tim McLeod, Kevin Weedmark, and Sean Wilson; and the
opposition caucus has designated Bhajan Brar, Nicole Sarauer, and Brittney
Senger as members of the Standing Committee on House Services.
Our first item of business will be the
election of Deputy Chair. I just want to remind members of the process. I will
first ask for nominations. Once there are no further nominations, I will then
ask a member to move a motion to have the committee member preside as Deputy
Chair.
So I will now call for the nominations
for the positions of Deputy Chair. I recognize MLA [Member of the Legislative
Assembly] Mowat.
Vicki Mowat: I nominate Nicole Sarauer for the position
of Deputy Chair.
Chair Goudy: Okay. Nominations? Were all getting along.
Thats great, eh? So MLA Mowat has nominated Nicole Sarauer to the position of
Deputy Chair. Are there any further nominations? Seeing none, I would now
invite one of the members to move that motion. I recognize . . .
Vicki Mowat: I move:
That
Nicole Sarauer be elected to preside as Deputy Chair of the Standing Committee
on House Services.
Chair Goudy: Its been moved by MLA Mowat:
That
Nicole Sarauer be elected to preside as Deputy Chair of the Standing Committee
on House Services.
Are the

Chair Goudy: All those opposed? I declare the motion

Okay. At the beginning of every
legislature, a steering committee is appointed to establish an agenda and
priority of business for subsequent meetings. I will now ask for the motion for
the establishment of a steering committee. I recognize Minister McLeod.

McLeod:
Thank you, Mr. Chair. I move:
That a steering
committee be appointed to establish an agenda and priority of business for
subsequent meetings and that the membership be comprised of the Speaker, the
Government House Leader,
and the Opposition House Leader; and further,
That the steering
committee shall meet from time to time as directed by the committee or at the
call of the Chair; that the presence of a majority of the members of the
steering committee is necessary to constitute a meeting; and that substitutions
from the membership of the Standing Committee on House Services be permitted on
the steering committee.

the memberships of the standing committees. I would like to table two

For the next item of business, the
committee will consider the composition of the standing committees pursuant to
rule 122(1). And I recognize Minister McLeod.

Thank you, Mr. Chair. I move:
That the standing
committees member ratio shall be four government members and three opposition members, except for the
Standing Committee on Privileges which shall be three government members and
three opposition members.

committee membership; HOS 2‑30, government caucus: Government caucus
standing committee membership.

in regard to the list of the members to serve on standing committees. I
recognize Minister McLeod.

standing committees as tabled by the government and opposition caucuses be
adopted and reported to the Assembly.

schedule. Pursuant to rule 139(3), our committee determines the allocation of
government ministries, agencies, and Crown corporations to the various
committees. Members have access to the draft of the allocation schedule which
has been posted on the MLA portal. I would ask a member to move the following
motion:
That the allocation
schedule be adopted pursuant to rule 139(3) of the Rules and Procedures of
the Legislative
Assembly of Saskatchewan.

That a subcommittee of the Standing
Committee on House Services consisting of the Speaker, the Government
House Leader, and the Opposition House Leader be appointed to study and make
recommendations on revisions to the Rules and Procedures of the
Legislative Assembly of Saskatchewan.
