To take real action to fight climate change.

Question of Privilege
(Deferral of Ruling)
This morning, at 10:26 a.m., I received a letter from the Deputy Government House Leader (Hon. Lori Carr) in which she raised a question of privilege under the provisions of rule 12 of the Rules and Procedures of the Legislative Assembly of Saskatchewan. The Opposition House Leader (Nicole Sarauer) has been informed of the details of the case and the proposed question of privilege and the Deputy Opposition House Leader (Meara Conway) has provided me with a written reply in accordance with rule 12(4).
It is my responsibility as Speaker to carefully examine the case in the context of the Assembly’s practices and precedents to determine whether a prima facie case of privilege has been established. As I have not yet had sufficient time to do so, I shall defer my ruling until tomorrow.
The order of the day being called for question no. 1, it was answered. (see appendix)

to rule 21(6), the question was converted and an order for return was issued. (see
appendix)

Ordered, That, pursuant to rule 9, the Assembly immediately recess for the Standing Committee on Crown and Central Agencies to conduct its business; and further,
That the Assembly resumes immediately following the adjournment of the committee.

The committee considered the supplementary estimates no. 1 for the following ministries and agencies and adopted the following resolutions:
Resolved, that there be granted to His Majesty for the twelve months ending March 31, 2025 the following sums:

The committee recommends that upon concurrence
of its report by the Assembly, the sums as reported and approved shall be

Assembly.

Ordered, That the first
report of the Standing Committee on Crown and Central Agencies for the
thirtieth legislature be now concurred in.

Moved by the Hon. Jeremy Harrison:
Resolved, That towards making good the supply granted to His Majesty on account of certain charges and expenses of the public service for the fiscal year ending March 31, 2025, the sum of one hundred thirty million, seven hundred eleven thousand dollars be granted out of the general revenue fund.
The said
resolution was reported, read twice and agreed to, and
the committee given leave to sit again.
Moved by the Hon. Jeremy Harrison: That Bill No. 12 — The Appropriation Act, 2024 (No. 2) be introduced and read the first time.
The question being put, it was agreed to and the said bill was accordingly read the first time.
By leave of the Assembly and pursuant to rule
32(1)(e), the said bill was then read a second and third time and passed under
its title.

Ordered, That this Assembly do now adjourn.

a) Since the Saskatchewan Marshals Service came into force $2.4 million has been spent on equipment.
b) The type of equipment that has been
purchased is as follows:
Antennas, body armor, storage towers, truck vaults, AEDs, ammunition,
audio recording devices, backpacks, batteries, binoculars, cellphone
modems and boosters, dome lights, ear pieces, enclosed trailer, firearms,
flashlights, gun locks, gun safes, helmets, ID card reader, ignition override
systems, jump cables, ladder, docks lights, locks, maintenance tools and
supplies, mousetraps, night vision goggle, pistol boxes, pistol sights,
prisoner containment products, radios, rifle cases, simulation goggles, sirens,
small tools, offroad transportation, tire deflation devices, vehicle battery,
vehicle wiring, window breakers.
Office supplies: chairs, conference system,
consoles, decals, desks, file cabinets, heaters, laptop, microwave, mics and
speakers, network cables, portable hard disks, printers, storage boxes, storage
drawers, storage toppers, tables, TVs and wall mounts, vacuum, webcams,
workstations.
