PRAYERS

PROROGATION SPEECH

10:01 a.m.

Her Honour the Lieutenant Governor, having entered the Chamber, took her seat upon the Throne. Her Honour was then pleased to deliver the following speech:

Mr. Speaker, Members of the Legislative Assembly, people of Saskatchewan.

The Speech from the Throne that opened this Second Session of the Thirtieth Legislature laid out our government’s plans to protect Saskatchewan.

In an ever changing and uncertain world, Saskatchewan is an island of strength and stability despite global uncertainty, Saskatchewan’s economy grew by over 2 per cent in 2025 reaching an all time high of $85.4 billion. Saskatchewan also welcomed billions in private capital investment including the Rook I uranium mine, the first new uranium mine to break ground in Canada in 20 years. With 60 projects totaling over $60 billion, Saskatchewan is experiencing success like no time in our history.

Years of solid policy decisions have contributed to the stability Saskatchewan sees today, and this session our government took action to build on that success. The first piece of legislation introduced was The Saskatchewan Internal Trade Promotion Act. This legislation aims to reduce internal trade barriers within Canada, adding to the success of the New West Partnership signed by our government in 2010.

This session our government introduced the Patients First Healthcare Plan, consisting of over 50 action items to provide the right care, at the right time, as close to home as possible. This plan reiterated our government’s commitment to providing everyone in Saskatchewan with a primary care provider by 2028 and reducing surgical wait times by performing 450,000 surgeries by 2028.

Our government faced a choice with the 2026–27 budget. A choice to cut services, raise taxes, or protect Saskatchewan. Our government chose to protect Saskatchewan. The 2026–27 budget built on the commitments made in The Saskatchewan Affordability Act by implementing the second year of our government’s four year plan to reduce taxes. This included:

•        Increasing personal, spousal, equivalent-to-spouse and child tax exemptions and seniors’ supplement by $500;

•        Increasing the Saskatchewan Low-Income Tax Credit by 5 per cent;

•        And keeping these rates indexed to inflation.

These tax cuts combined with indexation saved Saskatchewan residents approximately $200 million this year, meaning a family of four pays no provincial income tax on their first $65,000 of income, the highest threshold in all of Canada.

Our government has been clear; there is no safe use of illicit drugs. That is why our government introduced The Compassionate Intervention Act, to create a mechanism to help those who may not have the capacity to make the choice to begin a life of recovery.

This commitment builds on the 500 new addictions beds which will be open by the end of this year, providing hope for those who have unfortunately entered a life of addictions.

Additional measures were taken this session to address public safety in Saskatchewan, these include:

•        The Response to Illicit Drugs Act which will create additional remedies for law enforcement to ensure those bringing poisonous drugs in our communities will face the full extent of the law;

•        The Cyberstalking and Coercive Control Act to clarify that interpersonal abuse may include online activities;

•        Continued expansion of law enforcement through funding officers at the RCMP, Municipalities and the Saskatchewan Marshals Service.

In an ever changing and uncertain world, Saskatchewan is an island of stability. This session demonstrated our government’s commitment to protecting Saskatchewan, and all that we have built.

The Hon. Jamie Martens, Provincial Secretary, then said:

It is the will and pleasure of Her Honour the Lieutenant Governor that this Legislative Assembly be prorogued until later today, the 27th day of October, 2026 at 2:00 p.m., and this Legislative Assembly is accordingly prorogued.

10:08 a.m.

Hon. Todd Goudy

Speaker
