Statement by the Speaker

Question of Privilege

(Deferral of Ruling)

This morning, at 10:22 a.m., I received a letter from the Deputy Opposition House Leader (Kim Breckner) in which she raised a question of privilege in accordance with the provisions of rule 12 of the Rules and Procedures of the Legislative Assembly of Saskatchewan. The Government House Leader (Hon. Tim McLeod) has been informed of the details of the case and has provided me with a written response in accordance with rule 12(4).

It is my duty as Speaker to carefully examine the case in the context of the Assembly’s practices and precedents to determine whether a prima facie case of privilege has been established. As I have not yet had sufficient time to do so, I shall defer my ruling until tomorrow.

Presenting Petitions

Petitions of citizens of the province of Saskatchewan were presented and laid upon the Table by the following members: April ChiefCalf, Tajinder Grewal, and Jared Clarke.

Reading and Receiving Petitions

According to order and pursuant to rule 16(7), petitions from residents of the province of Saskatchewan, requesting the following action, were read and received:

To commit to a three-year funding plan that strengthens CBO capacity and stabilizes the sector.

To adopt fair and effective rent control legislation that limits annual rent increases.

(Addendum to sessional paper no. 13)

To repeal Bill 137 and ensure that all 2SLGBTQI+ students are supported and protected in accordance with the Saskatchewan Human Rights Code.

(Addendum to sessional paper no. 31)

To provide adequate and equitable SAID rates.

(Addendum to sessional paper no. 32)

To meaningfully address the affordability crisis in Saskatchewan.

Tabling of Estimates and Supplementary Estimates

The Hon. Jim Reiter delivered a message from Her Honour the Lieutenant Governor which was read by the Speaker as follows:

March 18, 2026

The Lieutenant Governor transmits Estimates of certain sums required for the service of the Province for the twelve months ending March 31, 2027, and Supplementary Estimates No. 2 of certain sums required for the service of the Province for the twelve months ending March 31, 2026, and recommends the same to the Legislative Assembly.

Budget Motion

Moved by the Hon. Jim Reiter, seconded by Terri Bromm:

That the Assembly approves in general the budgetary policy of the government.

Motion to Resume Budget Debate

On motion of the Hon. Tim McLeod:

Ordered, That debate on the motion “That the Assembly approves in general the budgetary policy of the government” be resumed on Thursday, March 19, 2026.
