Presenting Petitions

Petitions of citizens of the province of Saskatchewan were presented and laid upon the Table by the following members: Betty Nippi-Albright, Joan Pratchler, Erika Ritchie, Jacqueline Roy, and Don McBean.

Reading and Receiving Petitions

According to order, the Clerk informed the Assembly that on March 4, 2026, a certain petition regarding the adoption of fair and effective rent control legislation that limits annual rent increases was presented. Pursuant to rule 16(7), the petition was found to be irregular and therefore was not read and received.

According to order and pursuant to rule 16(7), petitions from residents of the province of Saskatchewan, requesting the following action, were read and received:

To amend provincial health-care policy to provide financial support for reasonable travel-related expenses for residents obtaining medically necessary treatments not available within Saskatchewan.

To immediately renovate all SHC units that require renovation, make units available and affordable, and ensure that all currently vacant SHC units are made occupied.

To provide adequate and equitable SAID rates.

To take real action to fight climate change.

Statement by the Speaker

Ruling on a Point of Order

(Bill Requiring Royal Recommendation)

On Wednesday, March 4, 2026, during first reading of Bill No. 612, the Government House Leader (Hon. Tim McLeod) raised a point of order requesting that, pursuant to rule 67(1), the bill be ruled out of order and not be permitted to proceed on the grounds that it does not have a royal recommendation. The Opposition House Leader (Nicole Sarauer) alleged that the bill does not require royal recommendation and requested that I review the bill and the rules prior to making a ruling. I have reviewed the matter and am prepared to make my ruling.

As noted in my ruling on November 3, 2025, until the bill has been introduced and read a first time, the Assembly is not in possession of the bill. I am unable to rule on the contents of the bill, as they are currently unknown. I will remind members of rule 67(2), which states that “…consideration or debate on any bill that requires a recommendation of the Crown may proceed up to the motion for second reading.”

Therefore, I find the point of order not well taken. I would ask the member to introduce the bill. Once it is introduced in the Assembly, the bill can be examined to determine if it requires a royal recommendation. Objections or points of order may be raised once the Assembly has had an opportunity to review the contents of the bill.

Seventy-five Minute Debate

The order of the day being called for the following motion for a seventy-five minute debate, it was moved by Aleana Young:

That the Assembly rejects the divisive rhetoric from Alberta Premier Danielle Smith regarding hard-working immigrants and calls on the Government of Saskatchewan to ensure Saskatchewan is a welcoming place for newcomers, with quality public services and a growing population.

A debate arising and the period of seventy-five minutes having expired, pursuant to rule 25(5) the Deputy Speaker interrupted proceedings.

Private Members’ Motions

The Assembly resumed the adjourned debate on the proposed motion no. 1, moved by Barret Kropf:

That this Assembly call upon the Government of Saskatchewan to support the development of a new Canadian pipeline to carry Saskatchewan and Albertan oil to the west coast of Canada.

The debate continuing, it was on motion of Racquel Hilbert adjourned.
