Presenting Petitions

Petitions of citizens of the province of Saskatchewan were presented and laid upon the Table by the following members: Brent Blakley, Bhajan Brar, Tajinder Grewal, Jared Clarke, and Leroy Laliberte.

Sessional Order

On motion of the Hon. Tim McLeod, by leave of the Assembly:

Ordered, That notwithstanding rules 6(1) and 14(3) of the Rules and Procedures of the Legislative Assembly of Saskatchewan, for the fall period of the second session of the thirtieth legislature, the Assembly shall sit on Friday, December 5, 2025 with the following provisions:

(1) The ordinary times for the daily meetings and adjournments of the sittings of the Assembly on Thursday, December 4, 2025 shall be 1:30 p.m. – 5:00 p.m. and Friday, December 5, 2025 shall be 10:00 a.m. – 1:00 p.m.;

(2) The daily order of business prescribed under rule 14(3)(a) shall apply to Thursday, December 4, 2025, and the daily order of business prescribed under rule 14(3)(b) shall apply to Friday, December 5, 2025; and

(3) In accordance with rule 3(2), the 25th and final day of the fall period of the parliamentary calendar shall be Friday, December 5, 2025.

Amendments to Rules and Procedures

On motion of the Hon. Tim McLeod, by leave of the Assembly:

Ordered, That rule 3(2) of the Rules and Procedures of the Legislative Assembly of Saskatchewan be amended by omitting clause 3(2)(b) and inserting the following:

(b) except when the 25th sitting day falls on a Monday, then from the fourth Tuesday of October for 25 sitting days.

On motion of the Hon. Tim McLeod, by leave of the Assembly:

Ordered, That rule 6(2) of the Rules and Procedures of the Legislative Assembly of Saskatchewan be omitted.

On motion of the Hon. Tim McLeod, by leave of the Assembly:

Ordered, That rule 14(3)(c) of the Rules and Procedures of the Legislative Assembly of Saskatchewan be omitted.

On motion of the Hon. Tim McLeod, by leave of the Assembly:

Ordered, That the Clerk of the Legislative Assembly shall ensure the Rules and Procedures of the Legislative Assembly of Saskatchewan as amended are printed and republished in English and French.

Motion Regarding the Removal of Federal Tariffs on Electric Vehicles from China

Leave of the Assembly having been granted, pursuant to rule 61, it was moved by Carla Beck:

That the Assembly calls upon the Premier to clearly and unequivocally call for the Government of Canada to immediately remove its tariffs on electric vehicles from China to restore market access for canola, pea, and pork producers in Saskatchewan.

A debate arising, it was moved by the Hon. Warren Kaeding:

That all words after “the Assembly” be removed and replaced with:

calls for the Government of Canada to immediately remove its tariffs on electric vehicles from China to restore market access for canola, pea, and pork producers in Saskatchewan; and,

That this Assembly commends the Premier for the early and consistent leadership he has shown by calling on the federal government to remove its EV tariffs, by being the first Canadian Premier in six years to lead a trade mission to China, and by raising this issue with the Prime Minister and federal government on numerous occasions including at a meeting with the Prime Minister and canola industry leaders immediately following the Premier’s return from China.

MAY IT PLEASE YOUR HONOUR:

We, His Majesty’s dutiful and loyal subjects, the Legislative Assembly of the province of Saskatchewan, in session assembled, humbly thank Your Honour for the gracious speech which Your Honour has been pleased to address to us at the opening of the present session.

A debate arising, it was moved by Jordan McPhail, seconded by Don McBean:

That the motion be amended by adding:

And, that the Assembly does not support the agenda outlined in the Speech from the Throne because it fails to include adequate measures to urgently address the challenges Saskatchewan people face regarding health care, tariffs, the cost of living, housing, and public safety; and further,

That the Assembly has lost confidence in the government.

The debate continuing on the motion and the amendment, the Speaker interrupted proceedings and adjourned the Assembly without question put, pursuant to rule 6(7).

Question no. 1 (Jacqueline Roy):

To the Minister of Health, (a) how much did the Saskatchewan Cancer Agency pay out in severance (i.e., amount payable in lieu of notice following termination of an employee’s employment) in each of the past five fiscal years; and (b) in each year, how many employees were terminated?

Question no. 2 (Jacqueline Roy):

To the Minister of Health, (a) how many OB-GYNs, nurse practitioners, or other specialists outside of family physicians and general practitioners have training to help with menopause and perimenopause in Saskatchewan; and (b) what is their geographic distribution?

Question no. 3 (Jacqueline Roy):

To the Minister of Health, what is the current average MRI wait time for women referred by an OB-GYN or gynaecologist for pelvic or reproductive health concerns?

Question no. 4 (Jacqueline Roy):

To the Minister of Health, how many women are currently waiting longer than six months for surgical care related to reproductive or pelvic health conditions (including, but not limited to, hysterectomy, myomectomy, or ovarian procedures)?

To the Minister of Health, (a) what is the current average wait time in Saskatchewan for a breast biopsy for women presenting with suspected malignancy, and how does this compare to the previous five fiscal years; and (b) what is the current average wait time in Saskatchewan for a pelvic biopsy for women presenting with suspected malignancy and gynaecological pathology, and how does this compare to the previous five fiscal years?

To the Minister of Health, how many trained postpartum mental health professionals are available through the Saskatchewan Health Authority, and where are they located?

To the Minister of Health, how many OB-GYNs and uro-gynaecologists are currently practising in Saskatchewan, and how has this number changed annually since 2019?

Question no. 10 (Jacqueline Roy):

To the Minister of Mental Health and Addictions, how frequently does the Maternal Mental Health Strategy Saskatchewan Advisory Group meet and advise the Saskatchewan Health Authority, and what is its mandate, membership, and term?

Question no. 11 (Jacqueline Roy):

To the Minister of Mental Health and Addictions, how many times in the past 12 months have Saskatchewan’s inpatient mental health wards been placed on Code Burgundy (or equivalent emergency status), broken down by facility?

Question no. 12 (Jacqueline Roy):

To the Minister of Mental Health and Addictions, how many medication errors were reported in the adult mental health inpatient ward at the Regina General Hospital in the past 12 months?

Question no. 13 (Jacqueline Roy):

To the Minister Responsible for the Status of Women Office, (a) how many women and children were turned away from emergency shelters or second­stage housing in Saskatchewan in the past 12 months due to lack of space; and (b) what is the total number of second-stage housing units currently available in Saskatchewan, and how many are in development or expansion-planning stages for 2025–26?

Question no. 14 (Jacqueline Roy):

To the Minister Responsible for the Status of Women Office, (a) what measurable objectives has the Office of the Status of Women been assigned for the 2025–26 fiscal year; (b) what performance indicators or metrics are used to assess the effectiveness of the office’s programs and initiatives; (c) how many staff positions currently exist within the Office of the Status of Women, and what percentage of these positions are vacant; and (d) has the office undertaken a public consultation or stakeholder engagement on the priorities of women and girls in Saskatchewan since 2022, and if so, what are the findings?
